This is based on a reading of TC sentence below and the constitution chapters concerned. The first section of the constition sets forth FUNDAMENTAL RIGHTS, whilst the second enumerates RIGHTS AND DUTIES OF CITIZENS. The right to collective bargaining is in the second, and not the first section, and hence is not a fundamental right. This is the sense of the TC text.
